Syracuse football: where should Fran Brown rank among ACC Head Coaches?

As we count down the days until Syracuse Football camp gets here, we are always on the watch for possible ideas for discussion.
Andy Staples from On3 was gracious enough to provide some help with this ranking of the ACC Head Coaches.
What do you think about Fran Brown at 13? I mean clearly it makes sense for him to be so far ahead of UNC’s Bill Belichick- what’s that guy ever accomplished? It’s obviously been a wild two years at the helm for Brown as his Orange teams went from 10 wins to 3 wins. The man in front of him, Jake Dickert, has a longer track record to draw from so that decision makes sense, but some of the others here are wild.
James Franklin over Dabo? I mean one guy won a National Title and the other guy almost lead at halftime of a semifinal game? What exactly has Franklin done to be ahead of Dabo….and yes we feel a bit of the ick defending Dabo.
Another weird one is Tony Elliott, who is a lot higher up than his 22-26 Virginia record deserves. That trio of Narduzzi/Elliott/Key seems to be in the complete wrong order.
What are your thoughts on this list? Do you think Fran is appropriately rated or what?
