As expected with a coaching change in college football, roster turnover is all but inevitable. That includes Penn State, who recently hired Matt Campbell from Iowa State and has already seen one player announce his intention to transfer.

Currently, junior cornerback Elliot Washington II is the only player from the Nittany Lions who’s announced his plan to enter the portal, but he likely won’t be the last one to depart State College.

The Nittany Lions’ starting rotation was senior-heavy, but there are still plenty of young guys who could continue their careers elsewhere. Campbell will try to retain some while others look for alternatives.

When can Penn State football players transfer out after Matt Campbell hiring?

In October, the NCAA approved rules changes to the transfer portal, most notably reducing the windows in which players can enter their name in the portal from twice a year to once.

The new transfer portal window for players on a team that makes a new hire starts five days after a school announces the move and it stays open for 15 days, if the hire was made between Jan. 2 and June 30 (essentially for hires during the spring semester). If the hire was before then, like Campbell’s was, then player would have to wait until the official window opens to enter the transfer portal.

When does the transfer portal open over the offseason?

The actual transfer portal window opens Jan. 2 and closes Jan. 16.
